O. M. EDWARDS A CHYMREICTOD YSGOLION CYMRU

This article outlines the extent to which Welsh was used in the schools of Wales during the nineteenth century and the context in which its use was often discouraged by Her Majesty’s Inspectors before 1907, when O. M. Edwards was appointed Her Majesty’s Chief Inspector of Education in Wales. The article attempts to evaluate the extent of his influence as Edwards strove to create a bilingual education system that would reflect a Welsh identity. Edwards, along with Alfred T. Davies, as permanent secretary of the newly formed Welsh Department, introduced a new mind-set to the Board of Education and to educational institutions in Wales. He appointed inspectors who were from Wales and could speak Welsh and set new aims for their work and for the schools they inspected, with a strong emphasis on the teaching of Welsh and the Welsh dimension of other subjects. The article exposes the obstacles and forces of opposition that he faced and the nature of the support and success he achieved.
